Program Description

The International Virtual e-Hospital Foundation (IVeH), in collaboration with the Ministry of Health of Macedonia, is organizing a two-day intensive telemedicine and e-health seminar February 6-7, 2009 in Skopje, Macedonia.

This intensive workshop is part of the scheduled activities of International Virtual e-Hospital (IVeH) Foundation (www.iveh.org/projects.htm), that is implementing a two-year project “Improving Health Care in the Balkans Using Telemedicine, Advanced Technologies and Cultural Exchange Program as a Platform”, funded by the Bureau of Education and Cultural Affairs of the Department of State of the USA.

This seminar will be dedicated to discussion of clinical applications and evidence-based outcomes of telemedicine and e-health technology as it pertains to current technologies, principles, practices and applications of telemedicine and e-health. In particular, each session will examine the clinical applications of telemedicine and e-health on evidence-based outcomes. While it is designed as an advanced course and seminar, the lectures will review the basics of each of the topics in an integrated and multidisciplinary approach, understandable even by novices in telemedicine. It will be very helpful for all medical and technical, as well as administrative healthcare personnel of hospitals and private practices, or governmental agencies, ministries of health and other institutions and organizations dealing with healthcare issues. There will be hands-on experience opportunities and ample time for discussion with world-renowned experts.

The speakers for this year’s seminar have been selected from the best in the world and represent true authorities in their fields, and they come from varied backgrounds of clinical, research, technical and administrative as well as global strategic and organizational expertise. The previous two Balkan intensive telemedicine seminars have resulted in the creation of country-wide and now renowned telemedicine programs in the Republic of Kosova (www.telemedks.org) and initiation of the implementation of an integrated telemedicine and e-health program in Albania (www.iveh.org/projects). The proceedings of the seminar in Albania were published in the Telemedicine and e-Health (http://www.liebertonline.com/toc/tmj/14/1).

Welcoming Remarks from the  Chairman Dr. Rifat Latifi

Dear Friends,

On behalf of the organizing committee, welcome to the Third Intensive Balkan Telemedicine and e-Health Seminar in the beautiful city of Skopje, Macedonia. The Third Intensive Balkan Telemedicine and e-Health Seminar is organized by the International Virtual e-Hospital Foundation (IVeH) (www.iveh.org) in collaboration with the Ministry of Health of Macedonia and our partners. This is a significant step forward in the process of establishing the regional Balkan Telemedicine and e-Health Network that will bring people, countries, and medical systems closer as we strive to improve healthcare in the region.

This seminar is dedicated to practical clinical applications and evidence-based outcomes of current technologies, principles, practices, and applications of telemedicine and e-health. It is designed as an advanced seminar to prepare future leaders of telemedicine and e-Health and to impact the medical profession by changing the standards of clinical practice using an integrated and multidisciplinary approach.

This intensive seminar is part of the scheduled activities conducted by the IVeH, that is implementing a three year project "Improving Healthcare in the Balkans Using Telemedicine, Advanced Technologies and Cultural Exchange Program as a Platform", funded by the U.S. Department of State Bureau of Educational and Cultural Affairs.

The speakers for this year’s seminar have been selected from the best in the world and represent true authorities in their fields. They come from various backgrounds of clinical, research, technical, administrative, as well as global strategic and organizational expertise.

The previous two Balkan intensive telemedicine seminars have resulted in the creation of the country-wide and now renowned telemedicine program in the Republic of Kosova (www.telemedks.org) and initiation of the implementation of an integrated telemedicine and e-health program in Albania. The proceedings of the seminar in Kosova were published as a book "Establishing Telemedicine in Developing Countries: From Inception to Implementation", (IOS Press, Amsterdam, 2004), while the proceedings from Albania seminar were published in the Telemedicine and e-Health Journal (http://www.liebertonline.com/toc/tmj/14/1).

I would like to express my appreciation and thanks to everyone who helped make this seminar possible. In particular, I wish to thank the Minister of Health of Republic of Macedonia, Dr. Bujar Osmani, for his leadership and vision in supporting this seminar as a pioneering event in establishing Telemedicine and e-Health in Macedonia and for hosting this event. Also, I want to thank the local organizing committee, led by Dr. Kadri Haxhihamza, the National Telemedicine Coordinator of Macedonia, for making this seminar possible. Special thanks to Ms. Chris Miner and the Bureau of Educational and Cultural Affairs of the U.S. State Department for supporting out efforts in the Balkans. Finally I wish to thank my co-chairs, Mr. Charles Doarn, Dr. Ronald Merrell, Dr. Ronald Poropatich, and Dr. Ronald Weinstein for their help in every aspect of the program, as well as the countless number of volunteers of the IVeH. In particular, I want to thank all the speakers of the Third Balkan Telemedicine and e-Health Seminar for making this meeting a first class international telemedicine and e-Health event. Special thanks to the U.S. Army’s Telemedicine and Advanced Technology Research Center (TATRC) in Fort Detrick, Maryland and Polycom for their support and partnership. The enginers and experts from the Telemedicine Program of Kosova, led by Dr. Ismet Lecaj and Mr. Flamur Bekteshi have been invaluable for this meeting and their continuous effort for promoting telemedicine in the Balkans.

It is my hope that this Seminar in Macedonia will serve as a catalyst for the adoption of telemedicine and advanced technologies and will establish the basis for the implementation of telemedicine in Macedonia as part of a regional telemedicine project. Personally, I see the Third Intensive Balkan Telemedicine and e-Health Seminar as an incredible step for Macedonia and the modernization of its healthcare system.

SPEAKERS

GAIL BARKER, MBA, PhD

Gail Barker is the Co-Director of Administration and Finance for the Arizona Telemedicine Program and an Assistant Professor in the Mel and Enid Zuckerman College of Public Health at the University of Arizona. Her PhD is in Health Administration. Prior to her coming to the Universityof Arizona, she was the Chief Financial Officer for the Medical School at the University of California, Irvine. Her specialty is in Telemedicine Business.

 

CHARLES R. DOARN, MBA

Mr. Doarn is a peer-review funded researcher at the University of Cincinnati (UC). He holds a faculty appointment as a Research Associate Professor of Surgery and BME. Mr. Doarn served on the Board of Directors for the American Telemedicine Association (ATA) and held several key positions, including Secretary, Treasurer, and Chair of the International Special Interest Group for the ATA. Mr. Doarn is a recognized leader in telemedicine as a scholar and teacher, having published over 100manuscripts and 11 book chapters on telemedicine. Mr. Doarn also serves as the editor-in-chief of the Telemedicine and e-Health Journal. He also serves as the Executive Director of the International Virtual e-Hospital.

 

GEORGI GRASCHEW, PhD

Dr. Graschew is the director of the surgical research unit OP 2000, Berlin, Germany. He is the author of many publications on telemedicine related subjects and has served as an expert consultant to many organizations and institutions.

 

ELIZABETH KRUPINSKI, PhD

Dr. Krupinski is a Research Professor at the University of Arizona in the Departments of Radiology and Psychology where she has been since 1992. She received her undergraduate degree from Cornell University and PhD from Temple University, both in Experimental Psychology. She has published extensively in the areas of Radiology and Telemedicine, and haspresented at conferences both nationally and internationally. Dr. Krupinski is the current president of American Telemedicine Association.

 

DAVID LAM, MD, MPH

Dr. Lam serves as Adjunct Associate Professor at the Charles Mc C. Mathias Jr. National Study Center for Trauma and Emergency Medical Systems of the University of Maryland School of Medicine, from which position he has been seconded to the U.S. Army's Telemedicine and Advanced Technology Research Center (TATRC) in Ft. Detrick, Maryland, where he works primarily in the areas of telemedicine standardization, project development, and deployment of systems.

 

RIFAT LATIFI, MD

Dr. Latifi is a Professor of Clinical Surgery at the University of Arizona, Director of Surgical Critical Care and Director of Telemedicine at the University Medical Center, Tucson Arizona. He is also the Associate Director of Arizona Telemedicine Program where he leads the Telesurgery and International Affairs programs. He is the founder and the director of Telemedicine Program of Kosova and is the director of Telemedicine in the Balkans. Dr. Latifi is a clinical expert in telemedicine, especially in establishing telemedicine in developing countries. He also serves as the Director of the International Virtual e-Hospital.

 

FRANK LIEVENS

Mr. Lievens is the treasurer of the International Society of Telemedicine & eHealth and has worked extensively with telemedicine technology and e-Health applications.

 

RONALD MERRELL, MD

Dr. Merrell is Professor of Surgery at Virginia Commonwealth University (VCU) where he was also the Clinical Director of VCU Health Systems Telemedicine Program. Dr. Merrell has had a long relationship with NASA as advisor in aerospace medicine and researcher in telemedicine. He is also a frequent advisor to the Department of Defense regarding telemedicine and was recently elected to the Board of Directors of the American Telemedicine Association. He has established successful programs in industry and government in the field of informatics research. His innovative work in telemedicine includes early use of Internet telemedicine, sensor applications and program design. Dr. Merrell also serves as the editor-in-chief of the Telemedicine and eHealth Journal.

 

STEINAR PEDERSEN, MD

Dr. Pederson founded the Department of Telemedicine at the University Hospital of Tromso, Norway in 1992. The Department is involved in several telemedicine projects and routine services within pathology, dermatology, and otorhinolaryngology, psychiatry, in the geriatric field, radiology, distant teaching, cardiology and neurology.

 

COLONEL RONALD POROPATICH, MD

COL Ronald K. Poropatich is a Pulmonary and Critical Care Medicine physician at Walter Reed Army Medical Center, Washington, DC. He is currently Director of the Telemedicine Directorate for the Walter Reed Army Medical Center and the North Atlantic Regional Medical Command. COL Poropatich is also the Senior Clinical Advisor of the Clinical Applications Division (CAD) in the Telemedicine and Advanced Technology Research Center (TATRC), Fort Detrick, MD.

 

ANDREW R. WATSON, MD

Dr. Watson is a professor of surgery at the University of Pittsburgh and a Colorectal surgeon. He is a director of telemedicine programs in the Department of Surgery at the University of Pittsburgh and works very closely as a consultant for the American College of Surgeons.

 

RONALD WEINSTEIN, MD

Dr. Weinstein founded the Arizona Telemedicine Program, based at the University of Arizona Health Sciences Center (AHSC) in Tucson, in 1996. Since then, the program has evolved from an eight-site demonstration project, funded by the Arizona State Legislature, into one of the largest and most successful telemedicine programs in the world.
